Inceptio Technology and Arthur Welter Transports Sign MoU to Advance Autonomous Freight in Europe
2026-10-12
SHANGHAI, September 23, 2026 — Inceptio Technology ("Inceptio" or the "Company"), an industry-leading developer of autonomous driving technologies for trucks, announced it has signed a memorandum of understanding (MoU) with Arthur Welter Transports, a Luxembourg-based logistics company, to jointly explore and validate autonomous freight transportation solutions in Luxembourg and selected cross-border logistics corridors.
Under the MoU, the two companies will explore collaboration in three key areas: technology adaptation and development, real-world logistics validation, and operational and regulatory readiness. By combining Inceptio’s autonomous driving technology and engineering capabilities with Arthur Welter Transports’ logistics network, operational expertise and real-world freight scenarios, the two companies aim to build a practical foundation for future deployment and scalability of autonomous freight operations in Europe.
The MoU was signed by Kai Xue, Head of Europe at Inceptio Technology, and Benjamin Frin, Chief Financial Officer of Arthur Welter Transports. The signing was witnessed by H.E. Lex Delles, Luxembourg’s Minister of the Economy, alongside representatives from the China Council for the Promotion of International Trade Shanghai and the Luxembourg Chamber of Commerce, as well as Inceptio’s Founder and CEO Julian Zheren Ma. It took place during a visit to China by a Luxembourg government and business delegation.

Advancing Autonomous Freight in Europe
Inceptio is accelerating the international deployment and validation of its autonomous trucking technology across key logistics markets. The Company was previously selected for an L4 autonomous heavy-duty trucking pilot project at the Port of Antwerp-Bruges, an important European logistics hub, marking a step forward in validating its technology in real-world international freight environments.
In parallel, Inceptio is exploring Luxembourg as a potential base for its European operations, including technology development, localized validation, and industrial collaboration. The Company has been in discussions with the Luxembourg government on possible areas of cooperation.
The MoU with Arthur Welter Transports establishes a framework for the two companies to explore autonomous freight applications in specific logistics scenarios in Luxembourg, in tandem with Inceptio’s ongoing pilot activities at the Port of Antwerp-Bruges.
Strengthening Cooperation with Luxembourg
The partnership follows a visit by Minister Delles and a Luxembourg government and business delegation to Inceptio’s Shanghai headquarters on September 21. During the visit, the delegation toured the Company’s R&D facilities and experienced its latest-generation L4 autonomous heavy-duty truck firsthand.

Minister Delles commended Inceptio for its technical depth in autonomous trucking. He noted Luxembourg’s commitment to developing intelligent transportation and green logistics, and expressed his interest in deeper cooperation with Inceptio in the research, testing, and application of autonomous trucking technology in Luxembourg.

Both sides exchanged views on the development and deployment of autonomous freight technology and explored potential areas of collaboration, reflecting a shared interest in advancing innovation in freight transportation.
Building the Foundation for Freight Physical AI in Europe
Commercial freight transportation presents distinct technical and operational requirements, shaped by vehicle dynamics, road and traffic conditions, and the complexity of real-world logistics operations. Inceptio’s Freight Physical AI approach draws on its autonomous trucking technology and commercial operations experience to develop intelligent systems tailored to the physical realities of freight.
As the Company expands its international footprint, collaboration with local logistics operators will be key to understanding regional operating requirements, validating technology in local environments, and exploring practical deployment models.
Looking ahead, Inceptio will continue advancing its autonomous trucking pilot at the Port of Antwerp-Bruges and work with Arthur Welter Transports to explore technology validation and operational applications in Luxembourg. Through these efforts, the Company aims to build local partnerships and progressively expand its autonomous freight business across Europe, contributing to safer, more efficient, and more sustainable freight transportation.
